  • Environmental Health is the theory and practice of assessing, correcting, controlling and preventing those aspects in the environment that can potentially affect the health of the present and future generation.

  • Comprises of those aspects of human health and disease that are determined by factors in the environment

  • One`s surroundings

  • Environmental Health is a division in the Public Health department which also encompasses health education and promotion and communicable disease control. These three divisions form the basis of the primary health care concept as enshrined in the Alma Ata declaration of 1978

Objectives

  • The main objective of Environmental Health is to promote, maintain, and protect the health of the people by avoiding the occurrence of diseases.

  • This can be achieved through three broad functional duties mainly:

  • Health education

  • Environmental sanitation

  • Prevention of diseases

In order to meet these objectives the division can be divided into two broad sections.

Sections and functions

  • Inspectorate

  • Waste management

Inspectorate

This section has the following functions:

  • Food and water quality monitoring

  • Building plan perusal

  • Trade premises inspection for grant and renewal of licenses

  • Routine inspections for trading premises

  • School health

  • Occupational health

  • Pollution control

  • Communicable disease control (vector, pests, rodents)

Waste management

The section deals with:

  • Pest Control

  • Monitoring of waste management companies

  • Collection, transportation and disposal of waste

  • Public convenience- public toilets and cleanliness of market stalls and the bus rank

Service and standards

  • All villages have their water supply sampled for biological and chemical test to ascertain their quality every month/quarter depending on population

  • Building plans are perused within a day

  • Inspection for grant and renewal of licenses are done within 5 days

  • Pest control is done within 5 days

  • Residential, institutional waste, industrial waste effluent removal, clinical waste and special waste are done in 5 days

  • Litter picking is done every day

PROCEDURE FOR ENVIRONMENTAL HEALTH SERVICES

Shop inspection for renewal /grant of license

  1. Booking is made at Environmental Health office either through the phone or in person

  2. Bookings are then registered in office

  3. The inspection is conducted within 5 working days as per the set service standard

Pest control/Waste management

  1. The client pays at revenue office for the service and will be issued with a receipt

  2. The receipt is used at Environmental Health office to register the client for the service

  3. Service is rendered within 7 days after booking

NB: Schools pay per square meter on the service rendered

Clinical waste

  1. Client registers with the office for collection of waste

  2. Waste is collected on a weekly basis as per the set service standard

  3. The client is sent a bill every 3 months

  4. The client has to submit the receipt at Environmental Health office as proof of payment

Routine inspections

These inspections are done in conjunction with other departments like commercial, Bye law and Police. All the shops are monitored for compliance with the Acts under which they were issued e.g. Public Health Act.

There is no need to book for the routine inspection; it is done for monitoring purposes.
